The following is a transcript of a 2023 “Face the Nation” interview with Grace Garner, the mayor of Palm Springs, California.

MARTHA BRENNAN We now visit Palm Springs Mayor Grace Garner. I bid you good morning.

GRACE GARNER, MAYOR Happy morning.

MARTHA BRENNAN You are in the path of this tropical storm in California, which I know you are aware of, but for people back home, this is really rare for a desert city like yours. How are you getting ready?

MAYOR GARNER: Well, in 2019, we experienced another storm that resulted in significant flooding. At the time, the rainfall total was just under four inches. We are therefore fortunate in this regard because we are aware of our weaknesses. Sandbags could be prepared thanks to us. 300 tonnes of dirt and more than 60,000 sandbags were delivered. To make sure that folks are ready to stop any flooding into their houses, I was out with residents yesterday helping load sandbags. Storm drains were cleaned out by public safety workers, who also made sure that any parts of our city that required assistance received them.

MAYOR GARNER: At this time, we’re requesting that locals remain indoors and in their current locations. At this time, there is no need for us to go. Three of our frequently flooded routes have already been shut down. These are our three main entry points into the city, which is one of the reasons we’ve been working so hard to build bridges there and requesting funding from the federal and state governments.

MARTHA BRENNAN An emergency has been declared by Governor Newsom. Have you gotten what you need from the government?

MAYOR GARNER: Right now, we have everything we require. We’ve been collaborating with the state and the county. Additionally, we have strong resources. We appreciate everyone’s prompt responses very much. We are pleased with what we are seeing right now. It’s raining outside, but as long as it’s just a very little drizzle, everything will be fine. However, we are aware that there will be flooding since, as I previously stated, even a few inches of rain in the desert may be destructive.

MARTHA BRENNAN Are power outages one of the issues? I am aware that it is still summer and that the desert is present, which may make some instances of excessive heat even more uncomfortable.

THE MAYOR GARNER When we’re dealing with a storm and heat, power outages are always a possibility. Naturally, the current temperature is extremely low. Due to the storm and the intense effort put forth by our electricity providers to prevent any disruptions, I believe the temperature is currently below 80 degrees. Residents should get in touch with Southern California Edison as soon as they can if there are any downed lines or outages.
